A bill making its way through Utah’s legislature would limit when police can use lethal force. The bill’s sponsor wants to prevent police from shooting someone having a suicidal crisis, as long as they aren’t a threat to someone else.

The bills would help the state gather more data on police use of force and strengthen law enforcement disciplinary processes.

The Salt Lake City Council voted Tuesday night to lift a hiring freeze on the city’s police department. It comes despite calls from some residents to defund the police and as more than 60 officers left the department last year.

City officials said it’s the first police department in the country to do so.
