IHC, the Utah based network of doctors and hospitals mailed 170,000 letters to IHC patients announcing that in the future they will have to sign documents saying any malpractice will be settled through arbitration instead of litigation. Arbitration, recently refined by the Utah Legislature puts patient suits in the hands of a panel made up of a patient representative, a physician representative and a state approved independent arbitrator. IHC says the changes will stem rising health care costs but many feel patient rights will be violated.
