Salt Lake City, UT – Comprehensive School Reform Study. Back in 1998, the U-S Department of Education originated a new program for improving so-called Title One schools -- schools with a large percentage of low-income children who often don't do well in public education. The so-called Comprehensive School Reform program provided a plan for teachers, parents and administrators to work together, along with some additional funding. The Center for Public Policy and Administration at the University of Utah has just published a study of sixteen schools in Utah that have tried Comprehensive School Reform. Senior Researcher Janice Houston says those schools have seen dramatic improvements in student scores on criterion-referenced tests, the kind that measure mastery of basic skills.
