Washington, DC – Deseret Power operates a coal-fired power plant about 30 miles southeast of Vernal on the eastern edge of Utah. The Bonanza plant supplies power to municipal utilities and rural electric co-ops across the state. But its plans for expanding operations there have run into the kind of regulatory obstacles that are troubling coal-fired plants across the country -- mainly, what to do about the carbon dioxide coming out of their smokestacks.
