By a 90 to 9 vote, the US Senate passed Arizona Republican John McCain's ban on torture; President Bush has threatened to veto the defense spending bill which contains the amendment. How far should the government go to protect the welfare of its citizens, and is torture ever an effective and justifiable course of action?
