Richfield, UT – The battle over a coal-fired power plant planned for Sevier County has been described in terms of air quality, water rights and toxic waste. But yesterday, in a courtroom in Richfield, it came down to the question of who has the right to change local zoning laws. KUER's Dan Bammes says a court ruling upheld new limits on lawmaking by initiative in Utah.
