Casey Foundation.</p><p>The percentage of Utah children living in poverty rose from 12 percent in 1990 to 15 percent in 2012. The performance bonus comes from the Children’s Health Insurance Program Reauthorization Act of 2009. For the second year in a row, Utah is one of 23 states to receive it. Casey Foundation shows that ‘kinship care’ is on the rise, and that the number of children cared for by extended family members has increased by almost 18 percent nationwide over the last 10 years.
